- ➤ State water officials reported that record warmth and low snow totals have left 93% of the state in drought as water conservation measures are urged for a weak spring runoff. - ➤ Logan officials have announced changes to city services during Christmas. City offices, garbage collection, the landfill (closing early on Christmas Eve), and facilities such as the library and recreation center will follow modified schedules on Thursday, Dec. 25 and Friday, Dec. 26. KVNU
